Cinematography Agency under the Ministry of Culture of the Republic of Uzbekistan

According to the Decree of the President of the Republic of Uzbekistan PF-360 dated March 9, 1992 and the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 214 dated May 6, 1992, the State Film Company of the Republic of Uzbekistan (“Uzgoskinokompaniya”) was created, which was removed from the subordination of the Ministry culture of the Republic of Uzbekistan.

In accordance with the Decree of the President of the Republic of Uzbekistan dated April 29, 1996 and the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 247 dated July 12, 1996, the State Film Company (“Uzgoskinokompaniya”) and the Union of Cinematographers were transformed into State Joint Stock Company "Uzbekkino."

History of cinema in Uzbekistan

The starting point and the beginning of the long thorny path of the history of cinema in Uzbekistan were the film frames shot back in 1908 by Khorezmian Khudaibergen Devanov. He was born in 1879 in the family of a palace servant, received a good education. As a young man, he became interested in photography. Fateful for him was a meeting with Wilhelm Penner, a representative of the Mennonite community of Germans who lived in the village of Ak-Mosque near Khiva. It was he who introduced the young man to the photography department, noticing his talent for this kind of creativity. At the end of 1907 A special delegation headed by the Chief Minister of the Khiva Khanate Islam Khoja was sent to St. Petersburg, which included the heir to the throne Asfandiyar and Khudaibergen Devanov. For two months, the delegation got acquainted with the news of science and technology with great interest in Moscow and St. Petersburg. Khudaibergen Devanov was entrusted with the duties of participating in meetings of state importance for the purchase of the latest innovations in science and technology, including film equipment.

In accordance with the Decree of the President of the Republic of Uzbekistan dated April 29, 1996 and the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 247 dated July 12, 1996, the State Film Company (“Uzgoskinokompaniya”) and the Union of Cinematographers were transformed into a state joint-stock company "Uzbekkino" society.

According to the Decree of the President of the Republic of Uzbekistan PF-3407 dated March 16, 2004 and the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 126 dated March 17, 2004, the state joint-stock company "Uzbekkino" was transformed into the National Agency "Uzbekkino". By the Decree of the President of the Republic of Uzbekistan dated April 7, 2021, the National Agency "Uzbekkino" was renamed into the Cinematography Agency of the Republic of Uzbekistan.

The agency was tasked with annually financing from the State budget: 15 full-length feature films; 20 documentaries and popular science films, consisting of 40 parts; 10 animated films, 60 hour-long spiritual, educational, educational and methodological videos. The agency is the only state organization that allows foreign film companies to shoot films and videos on the territory of the Republic of Uzbekistan.

Attention to the cinematography of our country has increased significantly in recent years. In particular, Decree of the President of the Republic of Uzbekistan PF-6202 dated April 7, 2021 “On measures to raise the cinema art and film industry to a qualitatively new level and further improve the system of state support for the industry” has accelerated work in the domestic film industry. Also, in accordance with the Resolution of the head of our state “On improving the public administration system in the field of cinematography and creating decent conditions for the creative activities of representatives of the field,” a higher educational institution, the Academy of Cinematography, was created.

The main tasks of the Cinematography Agency:
-supports enterprises, film studios and creative teams working in the field of cinematography, regardless of their form of ownership. It also protects their interests, creates favorable conditions for the formation of entrepreneurship and a competitive environment; - in order to consistently continue and enrich the best traditions of national cinema, educates talented young filmmakers and helps them demonstrate their creative potential;
-organizes the activities of the “Gosfilmofond” of the Republic of Uzbekistan in accordance with the requirements of the time; - improves and technically re-equips the system of production and distribution of films on a competitive basis. Increases the level of provision of film and video services to the population;
- takes appropriate measures against the illegal import, use, rental and distribution of original film and video products into the territory of the republic;
-establishes the rules for the display and technical use of films and video films on the territory of the republic, as well as the procedure for conducting examinations of imported or exported film and video products;
-promotes the development of international cooperation in the field of cinematography, the introduction of domestic film products to global market, expanding cooperation with foreign film producers and filmmakers, presenting domestic cinematography products at international film festivals.
